P3 Simulations

Realistic and Interactive P3 Simulations

Delivered in partnership with Madenco, developer and blended learning leader in the Netherlands, the PPP eSimulations have been experienced by more than 1,000 participants, including the Ministry of Infrastructure in the Netherlands, senior public officials from various European countries, as well as countries in Asia and Africa.

The games/simulations are played within the framework of realistic and specific PPP contracts, during their implementation phase. A series of contractual events take place during the game sessions to which game participants must react and make decisions, with the support of expert facilitators. A debriefing takes place at the end of each game to reflect on the decisions taken during the workshop.

Participation in the session offers hands-on training and capacity-building to both public and private practitioners with an opportunity to work as closely as possible on a real-life project over its lifespan.

Fundamentals –
Toll Road Concession Project

Travel through time and experience the type of events that typically take place during the building and exploitation phase of a P3 infrastructure contract.

 During this eSimulation, participants will manage the implementation of a fictional toll road concession in Kenya. They will experience the workings of a PPP environment, along with the dynamics of an infrastructure project, and understand what it takes to manage long-term PPP contracts.

This eSimulation consists of 4 sessions of 90 minutes each.

Masterclass –
Highway DBFM Project

This eSimulation takes professionals through time to experience complex events that take place during the implementation phase of availability based P3 DBFM contract over a period of 25 years.

This eSimulation is played in the framework of a DBFM contract. It concerns the implementation of a fictional availability-based PPP for a road project in the Netherlands, with participants representing either the contracting authority or the private party during the operations and maintenance phases of the project.

This eSimulation consists of 4 sessions of 120 minutes each.

the Procurement of a
Smart City Project

We are living in a time when governments are increasingly looking for sustainable solutions and smart cities.

Organizing a competitive dialogue with the development parties can be especially challenging to be able to forge a successful partnership and achieve success

In this eSimulation, participants have the opportunity to experience how such a market dialogue can take place in an objective and transparent fashion, enabling all parties to obtain value for money.
